An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. Both individuals are still being held, the force said.

These detentions follow a probe into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the attack, a pair of female travelers had stolen from them their luggage upon exiting a car park lift.

A three-year-old girl was one of the injured in the event. A total of five individuals were taken to the hospital for treatment and were later released.

Police detained a 31-year-old man on suspicion of robbery and assault close to the location. He was subsequently released under investigation as the investigation proceeds.

Police were called at about 08:10 GMT following reports of a number of people injured by an irritating chemical believed to be pepper spray.

The assault - an event that police said was a standalone incident and not considered an act of terror - caused train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
